Once the material arrives at the VA Regional Office, whether by fax or mail, the process is the same.  It goes to the file clerks who attach it to your claims file.  This means that the file clerks either pull your file from the file bank and deliver it to the appropriate team or if your file is already out on the floor somewhere they find it and attach the material at that location.

The difference between faxing and mailing is that you eliminate the time that the material is in the hands of the Post Office.

Let me re-phrase something I said.  I said that the only difference was the time spent in the hands of the Post Office, but that isn't totally accurate.  We have mentioned three points of receipt at the VARO; the mailroom, the fax machine, and now the public contact desk.  How long it takes for the material to get from each of these points to the file clerk to begin the process I described above can vary from VARO to VARO; in fact it can vary from day to day at the same VARO.

I can't say for sure because I never hung out in these areas, but it might be that everything goes to the mailroom first after it gets to the VARO because that's where things are usually date stamped in, although the fax machine would date stamp material and they probably have date stamps in public contact.  My point is that everything is going to be funneled to the file clerks and whether one method gets the material to the file clerks a few hours earlier than another is really a moot point.

As a VSO I generally mail things to the VARO.  About the only time I fax it is if it is near the end of the month and I need to get a claim date stamped in before the first of the next month.  There is no particular reason that I mail stuff rather than fax it other than it's just out of habit I suppose.  That and the fact that I don't personally pay for the postage.
