Have you spoken with your PEBLO at your base medical facility they can explain the procedures with you.  Typically, your FPEB documentation will detail the travel process, however, it will give you primarily the address in San Antonio where the board will be held, all travel expenses to and from the board will be at your expense

PEBLO may be able to provide information for resources at your local base that may be able to help you with grants or loans if you are unable to come up with the funding for travel.  Resources like the Airman & Family Readiness office will help you with loans or grants depending on your situation.
