Residuals are usually based on the condition, or the affect left by surgery to correct the condition.

Secondary would be a separate condition, caused by the service connected condition.

A DVT that causes edema, pitting, varicose veins and pain, those symptoms would be considered a residual. After a Total Knee Replacement, if the patient continues to have residual pain or weakness, or loss of range of motion, those would be rated as a residual.

If a Veteran with a service connected knee condition begins to have problems with a hip, or lower back, and an examiner agrees that the hip or lower back condition was caused by favoring the service connected knee, that would be a secondary.

I would think, and I could be wrong so you will want to research and try to get more opinions, that the affects left from the surgery to fix the condition should be rated as a residual. In your case, the surgery left conditions that were different than the condition for which they were treating, but the fact that the surgery caused the range of motion loss would make me think, residual.

Would recommend when filing your claim ask for a rating for both. Ask for a residual due to the surgery AND/OR loss of motion as a secondary condition. I would hope the RO would rate it one way or the other, but recommend being safe and asking for a rating either way they want to name it
