Because Ch31'ers are the pretty disabled bunch (me) at 100% IU. I can't go full-time at a University without ending up in the hospital. Ch31 gives you a case manager and extra help / supplies/ and anything you need while in school to make it easier with your disabilities to go to school to include communication between Voc Rehab and the school's disability office. If I was Ch33, I would get NONE of that extra help, just extra money. Personal choice, all I know is I need the extra help in dealing with being disabled and trying to go to school on reduced workload meaning I can only take 6 credits, no more!

Question #1: Did you go straight through all year or have you been taking summers off? I go straight through all year, so I previously got paid the entire $687 stipend every month. When there was a 3 week break in between Spring and Summer Semesters. I usually got 1/2 on the 1st when the Summer Semester started as it was prorated for the previous month when the semester ended half-way through. Then when the certifying official from the school notifies the VA that I was enrolled and attended for Summer, the pay would kick back in and I'd get the other 1/2 right away (the whole month was paid in full $687). Now it's not going to be like that anymore:

Here's the new rules about Break Pay: "Effective Aug 1, 2011:
*Break or interval pay is no longer payable under any VA education benefit program unless under an Executive Order of the President or due to an emergency, such as a natural disaster or strike.
-This means that when your semester ends (e.g. December 15th), your housing allowance is paid for the first 15 days of December only and begins again when your next semester begins (e.g. January 10th) and is paid for the remaining days of January.
Students using other VA education programs are included in this change. Monthly benefits will be pro-rated in the same manner.
Entitlement that previously would have been used for break pay will be available for use during a future enrollment."

Question #2: No you didn't lose anything. Go back and read some of these posts in the threads, but it depends how many months of entitlement you have used of your education benefits. You need to talk to your Voc Rehab case manager and go see the Education Officer at Regional VBA or have your case manager find out for you. They should have told you all of this when you first signed into Ch31.

Question #3: This depends how many months of entitlement you have used. Have you applied to switch over from MGIB to Post 9/11 GI Bill yet???? To see how much you are entitled to? Go back to page 2 of this thread (talk to your counselor first) then go apply on the website I posted above to switch. You will not be switching OUT of Ch 31, just getting BAH instead of Voc Rehab stipend also effective Aug 1, 2011:

"Allows those who are eligible for both Vocational Rehabilitation and Employment (chapter 31) benefits and Post-9/11 GI Bill (chapter 33) benefits to choose the Post-9/11 GI Bill’s monthly housing allowance instead of the chapter 31 subsistence allowance."

The only thing I can think of to try is to use a different browser when doing the application. I use Google Chrome and had no problems! You can always download a new one then uninstall it after you are finished.
