I recently received a decision letter after my third P&C exam. The crux of it, from what I understand isn't much but it states:
"Entitlement to special monthly compensation is warranted in this case because criteria regarding loss of use of bilateral lower extremities were met from February 11, 2011.
Additionally, entitlement to special monthly compensation under 38 U.S.C. 1114, subsection (p) and CFR 3.350(f)(3) at the rate equal to subsection (o) on account of loss of use of bilateral lower extremities with additional disabilities.....". Then it goes on to describe my multiple disability awards.
Can someone explain to me what this means and since the original claim was filled in early 2000, is the date of 11Feb2011 correct, or should it be from first application for back-pay ppurposes?
I have read several threads and searched for information but am not understanding what this is all about.
