Posts: 49 Feb 27 10 5:20 PM	Tags : None Received two letters from DVA: First letter - Dr Mr. Xx: The records of the United States Department of Veterans Affairs (VA) disclose you have been rated with the following service-connected disabilities: Diagnostic Code - 7814 Disability Description - Tinea Barbae Percentage - 0 Second Letter - Dear Mr Xx: The records of the United States Department of veteran Affairs (VA) disclose you have been rated with the following Nonservice-connected disabilites: Diagnostic Code - 6100, 6260, 6501, 6602 Disability Description - Hearing Loss, Tinnitus, Rhinitis, Bronchial Asthma Percentage - 0,0,0,0 Question - what does this mean? What is the difference between service-connected and nonservice connected disabilities? Why did I not get hearing aids, 10% for tinnitus and 30% for Rhinitis and Bronchial Asthma if I use a inhaler daily?

'A veteran - whether active duty, retired, national guard, or reserve - is someone who, at one point in his, or her life, wrote a blank check made payable to The 'United States of America', for an amount of 'up to and including my life.' From reading your second letter you are non-service connected for all these other conditions so you won't get compensated for them. If this letter is correct it doesn't matter if you have an inhalor or not if it's non-service connected. Looks like the only thing you're service connected for is Tinea Barbae. franky

Posts: 182 Feb 27 10 7:13 PM	The VA is not saying you don't have those disability. The VA is saying they are NOT service connected, therefore they are not awarding. Hence the 0%. If you have evidence from service that you saw treatment for any of those, then submit the evidence with a NOD.

Posts: 49 Feb 28 10 3:07 PM	Thanks for the feedback. I filed my claim after I was discharged in 1988. I went to college and recieved a commissioned in 1996 and have been serving in the Army since then. I am about to retire and just went to the VA Brief. I wanted to find out what the VA said years ago. The funny thing is the same aliments that I filed for back then, I have today. They have gotten worse. I am on an inhaler, CPAP and recieve weekly immunotherphy injections. I am hoping that this time around the VA does the right thing. If I am awarded something, can I go back and get back pay or appeal the previous VA decision? Would anyone know the estimated range for CPAP for SA, allergic rhinitis, sinutis with daily inhaler use and migraine headaches? I take Topamax daily for migraines. Lastly, for tinnitus, I still have ringing in my ears. I was in an ADA unit, POL refueling avaition assests, and surived a motor attack with the CAB? Can I get compensated now for tinnitus? Thank you for your help. This is a good website

Posts: 6639 Feb 28 10 5:00 PM	Lego if you want to find out what the VA said back in 88. Either call iris or send them a letter asking under the FOIA for a copy of your c-file. You are allowed only one free copy. All of the info from your 88 claim should be there. I had a denial from 83 and all my paper work was there. Good Luck. Thank you for your service!

With any decision, it is much easier to deal with the reasons and bases portion of the decision letter. We have no idea, what those letters are referring to without the "rest of the story". Cav

Posts: 2 Oct 3 12 12:58 PM	0% rating means that the VA has found that your conditions are service connected but that your connection is is to a non compensation-able degree. You have to show that it is to a compensation-able degree. Having a 0 rating entitles one to care and medicine from the VA to include hearing aids.
