Posts: 262 Jun 30 07 4:54 PM	Tags : None I know a veteran that got out of the army 2 years ago, that has Ptsd. He is fileing a claim and thinks that he might rate the new army combat action badge. How can he go about finding out if he is eligiable for this badge and getting his DD214 updated to show this? SEMPER FI

Posts: 202 Jun 30 07 6:55 PM	Basically anyone can get one of these if their commander says they rate one. Here are the regs: (1) The requirements for award of the CAB are Branch and MOS immaterial. Assignment to a Combat Arms unit or a unit organized to conduct close or offensive combat operations, or performing offensive combat operations is not required to qualify for the CAB. However, it is not intended to award all soldiers who serve in a combat zone or imminent danger area. (2) Specific Eligibility Requirements: a. May be awarded to any soldier. b. Soldier must be performing assigned duties in an area where hostile fire pay or imminent danger pay is authorized. c. Soldier must be personally present and actively engaging or being engaged by the enemy, and performing satisfactorily in accordance with the prescribed rules of engagement. d. Soldier must not be assigned/attached to a unit that would qualify the soldier for the CIB/CMB. (3) May be awarded to members from the other U.S. Armed Forces and foreign soldiers assigned to a U.S. Army unit, provided they meet the above criteria. (4) Award of the CAB is authorized from 18 September 2001 to a date to be determined. Award for qualifying service in any previous conflict is not authorized. (5) Subsequent awards: a. Only one CAB may be awarded during a qualifying period. b. Second and third awards of the CAB for subsequent qualifying periods will be indicated by superimposing one and two stars respectively, centered at the top of the badge between the points of the oak wreath. (6) Retroactive awards for the CAB are not authorized prior to 18 September 2001, applications (to include supporting documentation) for retroactive awards of the CAB will be forwarded through the first two star general in the chain of command to CG, U.S. Army Human Resources Command, ATTN: AHRC-PDO-PA, Alexandria, VA 22332-0471. (7) Wear policy is contained in Army Regulation 670-1. ( Soldiers may be awarded the CIB, CMB and CAB for the same qualifying period, provided the criteria for each badge is met. However, subsequent awards of the same badge within the same qualifying period are not authorized. IV. DATE APPROVED: On 2 May 2005, the Chief of Staff, Army, approved the creation of the CAB to provide special recognition to soldiers who personally engage, or are engaged by the enemy. HQDA Letter 600-05-1, dated 3 June 2005, announced the establishment of the Combat Action Badge.

He wants to know how does he go about finding out if he is eligible for the CAB since it is a new badge that was approved by the army after he was discharged? And if so how does he get it updated on his DD 214? SEMPER FI

Posts: 262 Jul 1 07 1:54 PM	I think what he is telling me is that if people in his old unit (1st Infantry Division)was awarded it after he was discharged would he be eligible. I guess in other words if his unit was awarded it after he left would he automatically get it and just have his DD214 updated to show this. He tells me about the atacks they faced in Iraq, so I guess he might meet the qualifications.He is trying to track down some of his fellow soldiers that are still in the army now that he served with in Iraq to see if any of them received it. So everyone today can get something for being under fire ... if they're in the Navy or Marine Corps or the Air Force or Army after 9/11/01. Guess the pricks at DOD thought that they had kept all the Army helicopter crews, armored vehicle operators, engineers, truck drivers, artillerymen, and so many others of us out of combat during the war in Vietnam. Hell if they had let us come under fire in Nam some of us might have been seriously injured or even died. Let's see: Total US KIA in Vietnam 58.235, Infantry MOS KIA 20,460 Navy/Marine Corps KIA 14,836. That leaves some 23,939 KIA who DOD thinks never saw combat. That's a lot of traffic accidents, heart attacks and sunstroke. Traffic must have been a real killer because 27% of the tankers ever assigned to Vietnam were KIA. Imagine how bad it would have been if they had allowed them to go into combat. Ray

I don't think that is the case...it does not appear to be a "unit" award, but an individual award. People always ask me, "Where were you when Kennedy was shot?" Well, I don't have an alibi.

Posts: 202 Jul 1 07 8:41 PM	I never saw where the DOD said that the other servicemen and women never saw combat, they just give certain groups, different badges. Like jump wings, scuba bubble, halo, and the trident. Giving an award to one unit dosen't say anything about other units. If you really wanted a badge, you should have joined a unit in which you can have the chance to earn one. There's no need to blame the DOD or for the body count.

The government isn't meant to be understood by those who serve it. I would think it was pretty cut and dried as to the CAB. If you weren't there when the award was issued to the unit, then you weren't there... ??? I actually agree with Tommgun here. What is wrong with the personal satisfaction one achieved by doing your job at the best possible level. So 11Boo's and O311's received more medals, that is only logical. They got the shaft going in so the chest salad is one way to let them know they were special. This is not saying that all the rest didn't do their jobs professionally but just acknowledging the grunts. Now this is where I get sand in my craw, why is the CAR so coveted by ground Marines when it is issued like Malaria tabs to ocean going vessels? A round on target to a naval vessel and all who are on it receive the CAR? This is what I have been told by people who know the rules. Got to go, Semper Fi Jon

Other combat arms then Inf who had engaged in combat operations. But I guess it's like a guy who was arguing that an 11B should not earn a Air Metal yet I had two. If it's given as it was intended, the CAB is long overdue as some recognition that a soldier served time in combat but was not in the infantry or a medic assigned to the infantry. The only problem I have is that it was only retroactive to 9/11/01. The Navy/Marine CAR is now retroactive to 12/7/1941, why shouldn't the Army's be also? Posts: 3506 Jul 3 07 7:17 AM	The rules the BMFICs come up with often lack logic. For example, we were attacked on numerous occassions when we were with the engineers. They were clearing jungle we (11Bs) were providing flank security for them. All of the 11Bs got CIBs due to the repeated fire fights but the Engineers got zip. One of the things the other services had to give to their folks (who went above and beyond in combat) was the award of the Commendation with a "V", or in Vietnam, many folks were awarded the Vietnames Cross of Gallentry with a silver or gold star (everyone got the palm). I bet if we had this discussion in twenty five years, the feelings would be the same but it is not a perfect or fair system.

Jon Combat Action Ribbon This criteria can be found at the following website under "Chapter 2" and page "2-27" neds.nebt.daps.mil/Direct...0/1650.htm 2-27 14. Combat Action Ribbon (CAR) a. Authorization. SECNAVNOTE 1650 of 17 February 1969. b. Eligibility Requirements (1) Awarded to members of the Navy, Marine Corps, and Coast Guard (when the Coast Guard or units thereof operate under the control of the Navy) in the grade of captain/colonel and junior thereto, who have actively participated in ground or surface combat. Upon submission of evidence to their commanding officer, personnel who earned the Combat Infantryman Badge or Combat Medical Badge while a member of the U.S. Army may be authorized to wear the CAR. (2) The principal eligibility criterion is that the individual must have participated in a bona fide ground or surface combat fire-fight or action during which he/she was under enemy fire and his/her performance while under fire was satisfactory. Service in a combat area does not automatically entitle a service member to the CAR. The following amplifying remarks are furnished as guidance. (a) Personnel in riverine and coastal operations, assaults, patrols, sweeps, ambushes, convoys, amphibious landings, and similar activities who have participated in fire fights are eligible. (b) Personnel assigned to areas subjected to sustained mortar, missile, and artillery attacks actively participate in retaliatory or offensive actions are eligible. (c) Personnel in clandestine or special operations such as reconnaissance, SEAL teams, EOD teams, and Mine Countermeasures operations are eligible when the risk of enemy fire was great and was expected to be encountered. (d) Personnel aboard a ship are eligible when the safety of the ship and the crew were endangered by enemy attack, such as a ship hit by a mine or a ship engaged by shore, surface, air or sub-surface elements. (e) Personnel eligible for the award of the Purple Heart would not necessarily qualify for the Combat Action Ribbon. (f) Personnel serving in peacekeeping missions, if not eligible by the criteria cited above, are eligible to receive the award when all of the following criteria are met: - the member was subject to hostile, direct fire, - based on the mission and the tactical situation, not returning fire was the best course of action, and - the member was in compliance with the rules of engagement and his orders by not returning fire. (g) The CAR will not be awarded to personnel for aerial combat since the Strike/Flight Air Medal provides recognition for aerial combat exposure; however, a pilot or crewmember forced to escape or evade after being forced down could be eligible for the award. (h) Under Public Law 106-55, the CAR may be awarded retroactively to 07Dec41. c. Operations. This site has truly been helpful in helping me with my own claims process and giving me advice that I can pass on to other vets I know that need help. It feels good to know that we are all brothers in arms no matter what branch or what era you served in. We are not alone and we share the same problems whether the disabilities be mental or physical.
