Call 1-800-827-1000, press 1, 1, then 0. When you get a person on the line tell them you need a commissary letter. When they mail you the letter take it and your dd-214 to the nearest base that issues cards. If you have a spouse that wants a card you will need your marriage certificate and his/her social security card. The cards themselves will have an expiration date based on your future exam date if you have one. My letter said I have no exam scheduled at this point and they made my card permanent. I'm sure that was a mistake on their part. The only benefits that I know of that you do not get without being P&T is CHAMPVA and Chapter 35 education benefits for your dependents. Posts: 98 Jul 23 09 12:37 PM	You need to check your award letter, you are more then likely P&T if you are recieving commasary benifets ect. OR you were discharge from the military with a retired status which you would still recieve an ID card .

As taken from: VA Claims, Compensation, Benefits FAQ's. 100% In addition to the above: Dental treatment. Department of Defense Commissary privileges. Veterans employment preference for spouse. Waiver of National Service Life Insurance premiums. National Service Life insurance total disability income provisions. Specially adapted housing for veterans who have loss or permanent loss of use of both lower extremities or the loss or blindness in both eyes having light perception only plus loss or permanent loss of one lower extremity or the loss or permanent loss of use of one lower extremity with loss or permanent loss of use of one upper extremity or the loss or permanent loss of use of one extremity together with an organic disease which affects the function of balance and propulsion as to preclude locomotion without the aid of braces, crutches, canes or wheelchair. Special home adaptation Grant (for veterans who dont qualify for Specially Adapted Housing) may be applied for if the veteran is permanently and totally disabled due to blindness in both eyes with visual acuity or 5/200 or less or loss of or permanent loss of use of both hands. 100% (Permanent and Total) in addition to the above: Civilian Health and Medical Program for dependents and survivors (ChampVA) Survivors and dependents education assistance"

I have already asked about P&T since I don't have any future exams scheduled at this point. The IRIS response system said I was not P&T and nowhere in my award letters have Champva or Chapter 35 been mentioned. The commissary letter I was sent said I did not have any future exams scheduled so based on that I got a card with an expiration of INDEF. I'm sure that was a mistake but I am letting sleeping dogs lie. My wife's card is good for 4 years. As I said earlier the only two things I know of that you are not eligible for with IU non-P&T is Champva and Chapter 35. A lot of folks think they are not eligible for dental treatment if they are not P&T and I know some have been told this via the 800 number. That is not true either. You are eligible.
