If you are already rated for these disabilities, then read the initial VA rating letter to see if a future C&P was required.  If a vet is rated and there is a likelihood of improvement, then a future C&P is scheduled regardless...

Folks, read the criteria for 100% mental and it becomes immediately apparent why a vet might be deemed incompetent.  I hate for any vet to be in such bad shape as to be 100% mental, but when a vet is, then the VA is required to protect...

You will need a doctor's opinion based upon something other than pure speculation that the SA began in service.  The VA will not SC SA without a strong Nexus to service.

I don't have PD but I was dealing with dry mouth due to meds I was taking.  The best medicine I found for dry mouth was Biotene Oral Balance which can be purchased without a prescription.  It worked well for me and I hope it provides...

I think Einstein has in right.  The medical opinion to support 100% schedular probably did not exist prior to the rating date. JMHO

Just a note:  Hearing aids are easy to get at the VA with a hearing loss and any compensatable rating.  However, a hearing loss requiring hearing aids at the VA does not always mean a SC'd rating or if SC'd of higher than 0%.

Two things, get a doctor to review your SMRs and see if the issues ID'd in the records match (could be the start of) the current disability.  Secondly, discuss the issue with a good VSO.  19 years is a long time to go back and connect...

The rater will look at the C&P and your medical records to make a decision on the claim.
