You need an event in the service, a diagnosis of the disability and a link between the service event and the current disability.  Did you have all three covered in your claim?  What was the language the VA used when they denied your claim?

I think cops today (I used to be one) fail to use their brain in many instances.  All this idiot would of had to do was to chirp his siren a few times or get on the loud speaker and ask for someone to leash the animal.  Not rocket...
