In a consideration for extra-schedular IU, there must be evidence in the record of unemployability due to SC conditions. In evaluating IU under extra-schedular, the point of unemployability has already be determined. If an individual does not meet the schedular requirements for IU, then and only then does extra schedular come into play (as long as there is evidence supporting unemployability due to SC conditions in the records). I met the minimum standards for IU on 1 condition (orthopedic) and the RO worked my claim as an extra-schedular. The BVA decision threw out the extra-schedular and increased my L. Knee and L Shoulder disabilities to where I am 60% for 1 condition and 20% for another for a combined total of 70%. My question is: am I correct in my reading of M21 that in order for the RO to submit or consider extra-schedular rating, they first have to admit that the Veteran is unemployable due to SC conditions?
